FDIC Proposes Changes to Signs and Advertising Rules

On August 19, 2025, the FDIC’s Board of Directors approved a proposed rule to amend regulations governing the display of the FDIC official digital sign and non-deposit signage. According to the FDIC’s press release, the proposed changes would simplify requirements for banks’ display of the FDIC official digital sign and non-deposit signage on digital deposit-taking channels, including bank websites, mobile applications, ATMs and like devices.

The proposal would amend the 2023 final rule which established the FDIC official digital sign and required signage for ATMs and digital banking channels. The proposed changes are intended to address implementation issues and sources of potential confusion that have arisen following the adoption of current signage requirements for these banking channels. The proposal would focus display requirements for the FDIC official digital sign and the non-deposit sign on the screens and pages where signage would be most relevant for consumers.
