On August 7, 2026, FinCEN renewed its Geographic Targeting Order (GTO) designed to combat fraud in Minnesota and protect U.S. taxpayers. In early January, the Agency issued a Geographic Targeting Order requiring all banks and money transmitters located in Hennepin County and Ramsey County, Minnesota, to file reports with FinCEN of certain international funds transfers of $3,000 or more.
According to the Treasury’s press release, the renewed GTO will continue to help law enforcement identify when the proceeds of fraud are sent abroad and act quickly to hold fraudsters accountable and recover taxpayer dollars. The terms of the extended became effective on August 11, 2026, and will end on February 6, 2027.
It should be noted that on February 27, 2026, FinCEN released an order providing relief for specific banking institutions from the GTO’s mandates to track or report transfers involving certain classes of originators, which is now part of the extended GTO. Aside from this update, the reporting standards remain consistent with the requirements set forth in the February 2026 GTO.
