OCC Releases Supervisory Framework for Banks’ Use of Superintelligence

On November 4, 2026, the OCC issued a framework for its bank examination workforce on banks’ use of Super Intelligence (SI). The framework is intended to provide OCC bank examiners with a supervisory framework to evaluate banks’ use of SI and agentic SI in normal course business activities and banks’ associated risks and controls.

Super Intelligence and its agentic forms represent rapidly evolving, novel technologies that banking institutions are increasingly integrating into diverse operational use cases. Although OCC bank examiners will utilize this supervisory framework to evaluate specific SI considerations, the guidance explicitly notes that examiners must not classify SI as a standalone risk category. Consequently, financial institutions are not expected to establish a distinct risk appetite specifically for SI.

The OCC intends to periodically refresh this framework as SI capabilities advance and in response to industry feedback.
