On September 30, 2026, the Treasury, on behalf of the Stablecoin Certification Review Committee, published an interim final rule that establishes procedural regulations and forms to implement its responsibilities under the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act or the Act). The regulations set out a process to facilitate the Committee's approval or denial of certifications submitted by State payment stablecoin regulators of the GENIUS Act, and prescribe the form of such certifications.
According to the Treasury, the interim final rule will ensure that interim forms and procedural regulations are in place to facilitate submission of certifications by the effective date of the GENIUS Act. The framework also defines “material changes” and “significant changes in circumstances” that could affect a state’s regulatory regime and establishes procedures for review, denial, remediation, and appeal.
Comments on the interim final rule will be accepted until November 30, 2026.
