On August 25, 2026, the ABA Banking Journal wrote an article reporting that the FDIC has held discussions with the Federal Reserve regarding proposed changes to the Community Reinvestment Act (CRA) regulations and would welcome the Federal Reserve’s participation in the rulemaking process.
In July, the FDIC and the OCC proposed amendments intended to “refocus” CRA enforcement on ensuring banks meet the credit needs of their communities. The Federal Reserve did not participate in the proposal, unlike the agencies’ 2023 joint CRA rulemaking, which was later challenged in court and rescinded.
FDIC Chairman Travis Hill said that alignment among the three federal banking agencies is “always optimal” when developing policy. Hill indicated that the FDIC would like the Federal Reserve to participate and noted that the Federal Reserve could issue its own proposal, whether identical or similar to the FDIC-OCC proposal, and potentially join the other agencies when a final rule is issued.
