HUD Proposes Rule to Revise the Definition of “Manufactured Home”

On June 12, 2026, the HUD issued a proposed rule that would amend the definition of “manufactured home.” The changes will be reflected in its Manufactured Home Construction and Safety Standards, Model Manufactured Home Installation Standards, and Manufactured Home Installation Program. 

The HUD proposed changing the definition of a manufactured home to provide that the permanent chassis requirement for a manufactured home could be met by building only the lowest level transportable sections of a manufactured home on a permanent chassis. Under the proposed rule, transportable sections of a manufactured home used for the upper floor or floors would not need to be transported or built on a permanent chassis.

Comments on the proposed rule will be accepted until August 11, 2026.
